To ask for critique on your art:
when you're submitting it [or, in an already submitted piece, go to 'edit'] there's an option near the bottom just above the 'mature content' selections that will allow you to request critique.
To give a critique:
The person who you want to critique has to also have a premium in order to request critiques in a submission, and in that case you will see a big button under the description to give one.
